BWSSB
BWSSB is notorious for destroying the roads and neighborhoods all over Bangalore. They dig up roads and do a shoddy job of refilling the cavities leading to traffic snarls and total mayhem. My suggestion: Abolish the BWSSB organization and bring all the water and sewerage services under the purview of BBMP. Implement robust Change Control processes to ensure that the civic amenities are maintained with proper synergies between the departments handling roads, power, water and sewerage services. Currently, they all operate in silos rather with one body undoing what the other is doing.
